Up Sailing Canoe Misc. projects Aluminium Gardening

Can somebody help me to ID this object. It's made of aluminum and was acquired by my brother-in-law at an antique shop. It's his 10th anniversary and he read that aluminum was the gift, but has yet to identify what it is.
